1488506 - [remote-dbg-next] allow to enable / disable USB debugging (should install ADB)

USB debugging is enabled/disabled depending on the state of the ADB Helper extension (or its successor when ADB Helper is retired). The Connect page USB debugging section should have a control that drives this.

Since this is not a simple preference flipping we should also take into account download/installation failures, although this can be handled in followups.
