Not enabling this in bug 1457224 or bug 147357 was an oversight.  Lets turn it on now.

The second bug mentioned in the comment 0 was meant to be Bug 1473757 (instead of bug 147357)

This issue is verified as fixed on Fennec 64.0a1(20180917100144) under Android 8.0.0

The preference ‘extensions.webextensions.background-delayed-startup’ is set to true by default.

I used uBlock Origin on a page with ads, and at the startup of the Fennec, the ads from the current page that was loading, were blocked.
