Environment: 
Device: Nokia 6(Android 7.1.1);
Build: Nightly 64.0a1 (2018-09-09);

Steps to reproduce:
1. Open a link from Gmail using Custom Tabs or open a link in PWA.
2. Pay attention to the toolbar.

Expected result:
There is no space displayed between "x" and the green lock.

Actual result:
Extra space is displayed between the buttons.
