Setting r+s on Phabricator attachments has led to some confusion due in part to the absence of comments from the revisions.  Since we're implementing a MozReview-style status panel instead (bug 1489706) let's stop setting r+s on Phabricator attachments.  Other than that we'll keep the attachments around and displayed normally (for now).
