We can probably ship with out fixing this, but hard to know how widespread the problem is.

Yep, this relies on adding the functionality to support a local scale factor when rasterizing pictures in local space.
I would estimate ~2 days work (if assigned to me) for implementation and then some unknown but hopefully small amount of time fixing any reftest failures as a result of the change.
Supporting this properly would fix this bug, and unblock fixes for some other quality bugs with local space rasterized images. It's also tangentially related to snapping, in that the changes we'd make for this might simplify some of the upcoming snapping fixes.
