149515 - Mail header optimizations disabled critical mail header feature

Optimizations made to the mail header in order to speed up the load time of
messages have disabled an overlay feature that allows icons/images to be placed
next to each addressee in the mail header.

This is critical to the ns builds.

The bugscape bug 11170 goes into more detail about the problem.  The mozilla
side of the patch is attached to that bug.  I'm filing this bug so I can get
trunk/branch approval for the mozilla patch.

All test cases tested for this bug is mentioned in bugscape bug 11170.  This has 
been verified on 2002-06-05-13-trunk_ap.

Please land this on the 1.0.1 branch.  Once there, remove the
"mozilla1.0.1+" keyword, and add the "fixed1.0.1"

verified on the branch as well.
