when trying to move, copy, mark etc. an email using the right click on an email menu the drop downs soon stop working so not allowing the next part of the drop down menu to function. A simple quit and restart solves it but the problem soon returns.
The same problem is present if I restart Thunderbird in Safe Mode. I have deleted the plist file and restarted but that didn't work either.
Actual results:
E.g. if I try to move an email I often get as far as say Local Folders and then the next menu does not drop down. So cannot select where to move to.
Expected results:
All drop down menus to open and any subset drop down menu, allowing selection.
I've asked the user to try version 60 to see if same problem occurs.
Update:
Tested in version 60 with same results.

I just tried TB version 60 and the problem is still there. Exactly the same. After a restart the drop down menu system works fine until you move the cursor up and down trying to find a folder. Once you 'hunt around' and then go back to a higher menu the lower menus fail to appear.

Any similar malfunction seen in Firefox alone?
User has posted some info in the question:
"I just received notification that an update for Thunderbird was available. Installed v. 60.2.1 and bingo! The drop down menu problem has been solved. Many thanks again Toad-Hall for your help with this and thanks to the very smart folk at the bug solving/code writing end of Mozilla. All very impressive. Please consider this one closed."
I asked about Firefox:
"Currently on Firefox Quantum v. 62.0.3 Just had a good go at all and any drop down menus I could find and it all works fine."

Hmm, so this uses is happy with TB 60.2.1, yet you said in comment #1 that it didn't work. Or was that 60.0?
The user was using version 60 and reported an issue with drop down menu which was failing to work as expected even in Safe Mode. Since then, they discovered Thunderbird could do an update via Help > About thunderbird to version 60.2.1, so the user updated.
In the version 60.2.1 the user reported all drop down menus were working ok.

Thunderbird (52.9.1) tagging with mouse right-click was working even with add-ons enabled in High Sierra, macOS 10.13. Today I installed Mojave 10.14 over the previous High Sierra installation.
When first opened, the first right click on an e-mail message would allow tagging as expected. The second right click on another message does not display a drop-down menu that would include the tagging options.
Restarting Thunderbird allows tagging one message from the right-click drop-down. After one the right mouse click does not render a box with options to tag, among others.
Re-starting from the Help menu using the start without add-ons enables mouse right-click tagging to continue working after the first.
The idea to disable add-ons came from a Firefox bugzilla item, though actually regarding Thunderbird:
