After bug 1495341 the Web Replay menu still shows or doesn't show according to the devtools.recordreplay.enabled preference, but on platforms where this pref doesn't exist the menu incorrectly shows as well.  The menu should be initially disabled to match the XUL menu state before bug 1495341.
