Message on Quick Search Help page
Currently the site-wide message mainly for maintenance announcements is shown in the main content. The width varies by page, is narrower on modal bug pages or the Quick Search Help page. As part of the UI clean-up, let’s add a message container above the global header, and put any message on it.
