Attachment: Bug 1498640 - deploy latest image_builder image

This also switches the image_builder build to get the image hash from HASH like
other registry images, rather than hard-coding it in the source.  And updates
the docs.

Great success, at least when run on EC2 instances that haven't been blackholed from snapshots.debian.org.  I think this can land without bug 1486071.

I thought we had a clean landing of bug 1503756 and landed most of the Docker-image-rebuilding patches that were blocked on it. I was wrong.

Not helping matters was a 70+ minute lag time on some workers last night, apparently due to AWS Provisioner being wedged :/

Anyway, hopefully we'll get bug 1503756 sorted out soon.
