It seems if we could use `NonNegativeLengthOrPercentage` in the computed and specified value of MozLength/MaxLength, ToAnimatedValue could be derived [1]. [1] https://searchfox.org/mozilla-central/rev/c9272ef398954288525e37196eada1e5a93d93bf/servo/components/style/values/animated/mod.rs#284-340

Doing this and a bit more cleanup in bug 1523140.
