Description

This bug requires bug 1496057 to be resolved and deployed first.
This bug makes bug 1491429 obsolete.

What needs to be done:

- On https://bugzilla.mozilla.org/editparams.cgi?section=reports
  - confirm that report_secbugs_active is already ON.
  - set report_secbugs_emails: [e-mail].
  - set report_secbugs_teams to have the JSON in comment 1 (see below).

- Set up a cron job to run `perl scripts/secbugsreport.pl $(date +'%Y %m %d')` every week on Sunday 0000 Pacific Time.
