BITS is the Background Intelligent Transfer Service. It manages transfers between Windows machines. The above error means it did not start. Which we do not want/need it to start. This error is none impacting, but I am going to leave this bug open to clear the error and avoid noise in logs. However, this will be a very low priority item.
