It's was removed in v59.0b2, Feb 28 of this year. At least that is the first release that doesn't contain it. 

I did some digging. That locale doesn't even exist in Pontoon. Looking through the Mercurial repository, the last commit by a human was in September 2013, roughly around Thunderbird 25.

It took some doing, but I eventually found bug 1310221 where the removal is documented. The short version is that no one had touched it in years, and eventually started causing problems with the build, triggering its removal. Firefox had removed it in January 2014 (Bug 9587030).

The links should probably be removed from the website.

The links are on the website because product details still believes that there is a ta-LK language, it is listed in the official JSON build metadata, see: https://github.com/mozilla/product-details-json/blob/master/product-details/thunderbird_primary_builds.json

Once this locale is removed from whatever build tool generates that metadata(fairly sure it's ship it) the website will stop displaying it.

This is a bug in Ship-It. I discussed it with the folks in #shipit, and we've agreed on a fix. I'll be submitting a PR to them shortly, and will update here.
