150317 - Skins become unusable with some fonts/ fonts size configuration on windows

Steps to reproduce the bug :

In Windows go to the display properties and configure your desktop with very
large fonts and in the advanced setup, put the "message box" size to a large
font size.

Mozilla should apply these settings like other apps. It doesn't, it uses it in
places it should not use and the preferences windows, for instance, becomes
wider than my 1280x1024 display. I will attach screenshots of the problem.

Attachment: Compare the size of Mozilla's prefs window and NS4's.

here is a screenshot of the preferences window, I put Netscape 4 preferences
window in front of it, they should have similar size. This is a problem for
people with eyes problem who need big fonts.

I can reproduce this bug with build 2002102208 WinXP

I put the French steps in parentesis since I do not know the exact English
vovabulary for Windows UI

1 Open windows XP display properties (ouvrir les propriétés d'affichage de windows)
2 under the "appearance" tab choose "Extra large" for font size (choisir une
taille de police "extra large" dans l'onglet apparence) 
3 click on "advanced" button then select "message box" in the drop down menu
(cliquer sur le bouton "avancé" puis sélectionner "boîte de message" dans la
liste déroulante)
4 set the font size to Tahoma 20 (mettre la police sur Tahoma 20)

Expected result : bigger fonts for the whole application, very big font for
message boxes, like all other windows software
Actual result : most of the Mozilla interface uses windows message-box font
size, everything becomes huge making it unusable.

in response to comment #6 : NS4 isn't buggy in this respect, to be more clear :
*all* aplications behave correctly BUT Mozilla which uses huge fonts for ALL its
interface. This problem was submitted to me via the Mozilla FAQ I maintained by
two people whith sight problems who use windows with big fonts and can't use
Mozilla because of its buggy interface.

Also different font sizes, are reducing window size (Mozilla Settings
especially) and some buttons are hidden and can´t be clicked anymore.
