Steps to reproduce:
1. Open highwebmedia.com
2. Click on a link
(Mobile: request desktop site)
Actual results:
The page can't be zoomed in
Expected results:
You should be able to zoom in on the page
The last good build was 2018-10-24.
The first bad build was 2018-10-25.
It still works with accessiblity toggled (always enable) but that shouldn't be necessary.

I can't reproduce the issue with the STR given above. (However, I am using a phone rather than a tablet, which could be significant here.)
I can reproduce the issue with slightly modified STR:
1. Open highwebmedia.com
2. Request desktop site
3. Click on a link
4. Try zooming in and out --> works fine
5. Click tabs button
6. Close the tab
7. In the notification that appears at the bottom
of the screen, click "undo" to reopen the tab
8. Try zooming in and out --> this time you can't
Steps 5-7 are necessary for me to reproduce the issue. (As an alternative, you can also close the app and reopen it, but you can't really do that with mozregression.)
However, for this STR, I do not get the regression range reported in comment 1. Builds as far back as the 62 release reproduce the problem. So, this may be a different issue.

Firefox 47 also reproduces this problem.
After zooming in and turning off "always enable", the page can't zoomed out.
I wonder if Session Restore is a cause in a similar way to Bug 1509552.

What I have noticed that's interesting is with the toggle off...
The page loads zoomed in Bug 1523514
But shouldn't be affected by Bug 1508177/ Bug 1519677
