After talking with :eoger about the correct url to use in the onboarding flow with the new fxa card in bug 1501817, he suggested we add a function to https://searchfox.org/mozilla-central/rev/39cb1e96cf97713c444c5a0404d4f84627aee85d/services/fxaccounts/FxAccountsConfig.jsm#35 which would be the same as promiseEmailURI but wouldn't take an email as a extra param.
