Code sheriff Razvan got his commit access in bug 1493830.

Please add him to
scm_level_3 (commit access level 3)
scm_autoland (direct push to autoland)
scm_servo_vendor (direct modifications of the servo/ directory)
vpn_sheriff

He should already be a member of
vpn_treestatus
commit access level 1

I vouch for him.

This is required for Razvan to be able to request retriggers and new jobs added.

We need an owner or peer to weigh in here, and then I think we are good (per https://www.mozilla.org/en-US/about/governance/policies/commit/access-policy/). As a side note we should probably also consider updating https://wiki.mozilla.org/Modules/All#Tree_Sheriffs as it still lists Tomcat as a peer, and AFAIK he is no longer active in the project.
