We want to properly support developers using/testing multi-store. This requries to support artifact builds, which scalars support through dynamic builtins. These need to gain a way to register and record into different stores.
Priority: -- → P3
DO NOT LAND Passes existing tests, but likely leaks memory and will fail new tests that actually try to take advantage of registering dynamic stores.
