Telemetry for Firefox Desktop always collects data, but sends it depending on user preferences. This is also useful for developers testing their data collection locally and for QA people validating fixes, by accessing about:telemetry.
This bug is about figuring out how to achieve the same result with glean. Should we always record and just send depending on user's preference or just never record? This might have implications for local testing.
