D&D of a bookmark into personal toolbar does not work

When dragging/dropping bookmark from URL window to personal toolbar, cursor
changes to reflect the move, but bookmark does not show up on the toolbar.
Same result when right-clicking the personal toolbar to add a folder or paste a
link. Nothing appears on the toolbar.
Reproducible: Always
Steps to Reproduce:
1. Go to any web site (e.g., CNN.com)
2. Drag the bookmark icon from the URL window to the personal toolbar
3. Release the bookmark over the personal toolbar
Actual Results: After release of bookmark, cursor returns to normal. Bookmark
does not appear on toolbar.
Expected Results: Bookmark should appear on the personal toolbar, free to live
a life of religious fulfillment.
This is my first bug report, so please go easy on me if I screwed something up.
I couldn't find another bug report that matched my problem.
My other OS--Win2000 and MacOS9.2--seem to handle the bookmarks correctly.

Some questions:
- does your personal toolbar contain bookmark?
- do you have a personal folder in your bookmark?
- are you trying to drop a bookmark whose URL is already bookmarked in the
personal toolbar?

1) My personal toolbar only shows the "Home" link. To the right of that is a
separator. To the right of that, everything is blank. When I drag/drop a
bookmark to that blank space, I expect a link to appear. In Win2000 (Build ID:
2002053012), the bookmarks appear just fine. In WinME (Build ID: 2002060908),
nothing happens, just as if I had not tried it in the first place.
2) By "personal folder in your bookmark," do you mean in the bookmark menu? If
so, no, in my version there is no "Personal Toolbar Folder" in the Bookmarks menu.
3) No. Besides "Home," there are no links on the personal toolbar. When I try
to add a bookmark to the personal toolbar, whether it's in the Bookmarks menu or
not, nothing happens.
