Currently, the Normandy client Reciper Runner fetches the list of recipes from the Normandy server. Instead of this specific polling, recipes could transit via the Remote Settings service and the Normandy client would just read them locally. This ticket will track the implementation of the client part.
Instead of obtaining the recipes from the Normandy server, obtain them from RemoteSettings
