Group Membership report "include disabled users" doesn't seem to work

The group membership reports have a url parameter (and checkbox on the page) to "include disabled users". I know there is a disabled user who is a member of the following group but who does not show up on the report:
https://bugzilla.mozilla.org/page.cgi?id=group_members.html&group=network-security-team&include_disabled=1
I need to be able to fully manage these groups. In theory some of these disabled users could come back but the permissions might not long be appropriate.
