Before enabling the pref by default, I think it's worth to enable this on Nightly only, so it would be easier to test it (given that we could pass all the wpt except those with spec issues.)

Per the discussion with heycam, we would like to ship individual transform on all versions, instead of nightly-only and then all. Therefore, I'd like to move the dependency and keywords to Bug 1424900.

Reopen this because Bug 1424900 is blocked by a spec issue, and it'd be great if we enable this on nigthly first for testing, and let people use it for the experiment. Besides, wpt.fyi can reflect the current WPT result correctly.
