This doesn't sound like a bug to me. When manually closing all tabs rather than closing the window or quitting, you're basically throwing away your session.

Hi Dão,

The session is restored with all tabs when browser is closed by exiting from hamburger menu or hitting the X button without selecting tabs, from my point of view it would be nice to have same behaviour when all the tabs are multi-selected too. If this is not the case maybe the "Restore Previous Session" option should not be active in the hamburger menu.

Thanks,

"Restore Previous Session" appears to be always enabled even if you quit with only a new tab open. I agree it would make sense to disable it in such cases. Please feel free to file a bug on this.

After restoring the session you can find the tabs you closed in the History -> Recently Closed Tabs list.
