I noticed this for the first time today. It can happen while scrolling during page load. They eventually unstick.
This is reproduceable across restarts.
I notice this a lot on bugzilla
I can still reproduce across reboots.
I can scroll while it's happening, but the animation remains stuck.
I can also reproduce this with WebRender off.

The throbber animations in each tab? Bug 1486952 is a suspicious one but I have no idea why it caused this. (I can't reproduce the issue at all). Keep NI to me.
Would disabling image.animated.generate-full-frames help? (bug 1509408)
I think this may be caused by the combination of browser.schedulePressure.enabled and bug 1510275

I suspect it's gone as changing the pref fixed it for me.
