I know changing View/charset will cause to reflow. I think it's expected behavior (but not desirable) assign to shanjian and marking as future.

I talked to john keiser, and he is working on rewriting those code. He told me that everything I do before his rewriting will be lost. No action before his work is done.

Is anything happening on this now? As it now stands, there's no way to check on whether a page is received with a proper charset via Mozilla; I need to use external utilities every time I want to check on this. The use of the "default charset" in the Page Info window is very misleading, and might lead some Web authors to think their own pages correctly set character encodings when in fact they do not.

shanjian is no longer working on mozilla for 2 years and these bugs are still here. Mark them won't fix. If you want to reopen it, find a good owner first.

The following may not be clear from the above comments: if the form already had some text (e.g. when editing a page on Wikipedia), changing encoding reverts the form to the original text (i.e. it doesn't just clear the text). Ideally it would preserve the modified text.
