Right now the "Saved to Library" confirmation appears each time a user bookmarks in addition to the icon animation. The intent of this confirmation is two-fold: Show the user where their bookmark is saved and to educate the user on terminology when we make references "the library" in user facing communication. Once this is learned, it seems excessive to have this pop-up exist continuously.

This bug request is to have the pop-up confirmation appear the first 3 times a user bookmarks in addition to the icon animation. After the 3rd time only the icon animation is shown (star dropping into the library icon).

I have reproduced this bug with Nightly 66.0a1 (2018-12-19) in Windows 7, 64 bit. This bug's fix is verified with latest Nightly 66.0a1!
