Steps to reproduce:

Create a select element, make a CSS rule that sets a filter property on it when it's ":focus"


Actual results:

You have to click twice on the select to get the drop down options


Expected results:

You should have options on 1st click

Note that Chrome does not have this display/UX issue: the drop down appears on 1st click, with the filter effect applied on the focused select field.

I can reproduce the problem since 47 without e10s and 48 with e10s.
