[RFE] ability to use "canned" responses in filters for autoresponse

Details
It's very handy to be able to easily store "canned" responses and then easily
resuse them. It's good to be able to call up one or more canned responses for
both
+ messages that you then edit and
+ filters that generate auto-responses.
They are also useful for filters that auto-suggest, which I'm about to open an
RFE for.

The auto-suggest feature that I mentioned above is in bug 151789.
Dupe. Reporter, if you disagree please reopen clarifying your request.
For future reference, the correct bug number for suggest based on filter seems
to be bug 151925
