1519290 - Convert compare replicates view to React

This requires converting the 'CompareSubtestDistributionCtrl' controller and corresponding template.

A few notes:

• This task requires the usage of metrics-graphics, which is already in component form in the ui/intermittent-failures/GraphContainer.jsx. If the preference is to use the react-metrics-graphics library, then that should probably be tackled first and replace GraphContainer usage in Intermittent Failures View. See bug 1447533. However, there is a possibility we will ultimately be converting to ChartJS since :armenzg's current intern might be working on chart functionality that mimics what Perfherder will need. This wrapper on chartJS can ultimately replace the plot jsquery graph library.

• If possible, remove usage of the signature_hash in the replicates url and its usage in this controller. See bug 1519289 for details.
