After installing, localhost:8000/teams returns 404

User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
- git clone git@github.com:mozilla/pontoon.git
- make build
- docker-compose up postgresql
- Ctrl-C (when above is done)
- make dockerrun
- make setup (in another shell)
- go to localhost:8000 in your web browser
- log in
- click "Start localizing now"
Actual results:
The browser is redirected to localhost:8000/teams which is a 404 handled by Django
Expected results:
The browser is redirected to localhost:8000/teams which list teams
