As part of rewriting tests for the urlbar, I think Marco suggested that we move the existing tests to a legacy directory alongside the new code.
This will make it easier for developing and migrating, since all the tests will be in the same sub-directories.
Hence I think we should do this.
This is going to be a simple move of just the ones we know about in browser/base/content/test/urlbar.
I'll also rename some of the browser_bugxxxx files so that we have a better idea as to what they are actually testing.

Err, sorry for the noise, I realised that actually it is just better to do bug 1514164 straight-up - it isn't hard (I wrote a script to work it out and run it over lunch), and it saves a move for those files that are already able to run under both.
