15212 - Addressing pane- Newsgroup field drops to the bottom of the addressing area

Using 19990929 on win98 if you select Newsgroup in the addressing pane of a New
Msg Window, it drops to the  bottom of the addressing area leaving a blank area
above it.

1. Launch Messenger
2. Click on New Msg
3. Select the To: in the addressing pane and change it to Newsgroup

Result: The address field Newsgroup drops to the bottom of the addressing area
Expected:  The field to stay right where it was, changing the addressing from
To: to Newsgroup:

May be the same as 15001, if so, here are some more scenarios and eventually a
crash.
Changing to Newsgroup first and typing in a newsgroup, dis-allow other
addressing entries, and clicking in blank space causes crash.

Used 10-04-10-M11 build on WinNT & Win98 platforms:
It's working fine now.
Newsgroup field NOT drops to the bottom of the addressing area.
(This bug actually is the same as the bug#15188)

Using M11 builds dated 19991012 on Win32, mac and linux this is OK.  The bug was
originally reported for M10 builds and I believe it was not fixed in M10.
I will verify for M11 only if resolved as fixed or worksforme.
