1521883 - Refactor Bugzilla::Memcached into Bugzilla::Cache to allow for extension

1. Rename Bugzilla::Memcached to Bugzilla::Cache::Memcached
2. Replace the 'new' constructor with Moo and a lazy attribute for building the inner memcached object
3. Replace all the $self->{memcached} with $self->memcached.
4. Create a Bugzilla::Cache role (as below)
5. add with 'Bugzilla::Cache' to Bugzilla::Cache::Memcached

Probably sticking with Memcache for the foreseeable future since it is widely supported.
