1522229 - Change gear icon to More Horizontal

The gear icon is supposed to be used for settings, but most of the options in the menu are not settings. It should be replaced with the "More Horizontal" icon which can be found in the icon viewer [1] or in the address bar.

UX decided to hold off on this until we have the updated UI that should be landing in 68. I added the tracker for that tree.
