Steps to reproduce:

my device is a 2 in 1 and sometimes it randomly switches from tablet to pc or viceversa; other times it is when waking up from sleep.

the address bar (where you type the webpage or search for something) appears

im on 64.2 and first appeared on v 64

it does not matter as to how many windows (private browsing or not) or tabs are open

and i cant get a good screenshot of the problem so i described it as best as i could

Actual results:

to get around this problem i have to open a new tab and either type or press space and click outside of the highlighted address bar for it to go away

Expected results:

the address bar should not behave like this and i could not find anything in settings to change this behavior
