This is the last remaining test from bug 1173337, which is stubbed out but disabled in toolkit/components/passwordmgr/test/browser/browser_privbrowsing_notifications.js

The test was ported from sub subtst_privbrowsing_4.html [1] and the corresponding logic in test_privbrowsing_perwindowpb.html [2]
