E.g.: Go to https://www.twitch.tv/cohhcarnage/clip/SassySpeedyPeachJKanStyle.
After a second the image will freeze for a few seconds, then play for a few seconds, then freeze again.

I noticed this was moved to Graphics: WebRender. This also happens without WebRender (and in older Firefoxes) and I've made a profile in Nightly with WebRender disabled: https://perfht.ml/2GcIxlC

I don't think this is a WebRender bug. What we noticed when triaging this today was that we're dropping some samples, and those are probably the points at which the user is noticing frame drops.

So, if I had to guess, either the decoder or the compositor threads are getting starved, and that's causing the frame droppage.

Same as in bug 1524753 I'm wondering if this is caused by the new low latency player enabled by readable streams in 65. But I don't know if there is a way to switch between the different players. I reached out to Twitch to ask about that.

So if this helps I just tested this on 64.0b9, and the video plays fine in that version of Firefox.

I might've spoken too soon... I just did experience more freezes. They might be shorter.
