Steps to reproduce:
Login Firefox account on different cross-platform devices.
This should be treated as a bug because in the synced preference (about:preferences#sync) does allow users chooses what to sync include preferences.
Be noted, this bug is difference from the old one (https://bugzilla.mozilla.org/show_bug.cgi?id=444284) which is for legacy Firefox version. This bug's reported in wide scope.
Actual results:
- Firefox Home Content could not be synced.
- Default search engine could not be synced.
- Search engine for address bar could not be synced.
Besides those bugs above, the rest settings is worked normally. Some settings are meant for specify OS that are not synced also considered as working normally because it is not a bug.
Expected results:
- Firefox Home Content should be synced from other computers.
- Default search engine should be synced from other computers.
- Search engine for address bar should be synced from other computers.
Be noted, the sync bug is reported from the test placed in 3 relationships which are Windows 10 vs Windows 10, Linux vs Linux, and Windows 10 vs Linux.
The Linux was mentioned is Buntu family branch, specifically, they are: Lubuntu, Ubuntu.
No Mac OS was used in the test.
Firefox Android isn't able to sync Search engine as well. The relationship in this test is Android vs Windows 10.

Expected result #0:
For example, I set 4 rows for Top Sites
and its position is below Highlights
which is set only 1 row. This action was done in Windows 10. Now, I moved to Linux Ubuntu and starting syncing process. After awhile, I expect Top Sites
should has 4 rows with the position is below Highlights
having 1 row. But what happens is everything in Firefox Home Content are set as default.
Expected result #1:
It always Google after syncing which is supported to be my custom search engine.
Expected result #2:
Only default search engine list.

Hi, thanks for filing! Firefox Home Content prefs will sync by default in Firefox 66 (bug 1490163). Default and address bar search engine prefs are bug 444284, which you've already found. Unfortunately, it's a bit complicated (bug 444284, comment 80 has more details), and that work hasn't been prioritized, so it's unlikely we'll get to it soon. :-/
