Steps to reproduce:

Intermittent (Not sure). When showing the desktop (e.g. WIN+m), I notice that the address bar suggestion list is permanently visible, behind the windows I was using, but above the Windows Desktop. This also happened on previous versions of Firefox too (at least 65b).

Actual results:

The address bar suggestions list has not closed after using it at some point (it appeared to close after I finished with it), but it is seemingly still there when I go to the desktop. I do not notice this until after the problem has occurred, as I don't minimise all application windows after every address bar interaction. I am unable to interact with this piece of UI. It is completely unresponsive, as if it is a static image, and it also blocks clicks to Desktop icons hidden behind it.

Expected results:

The address bar suggestions list should close when finished with, and certainly not be a permanent fixture above my desktop.

After Alt+TABing through my five open firefox windows, there was one where the address bar suggestions appeared above the window (instead of only on the Desktop) as if acting normally, though still unresponsive to clicks. When I type "test" to open a new tab, it did so and the suggestions went away - expected behaviour. Now it has just left behind the unresponsive save password popup (still unresponsive to clicks), but only appears on top of more particular firefox window, not the others. It also remains on top of the window regardless of which tab I switch to in that window.
