1526444 - failures in dom events mochitests when running on windows10 v1803

we are in the process of upgrading our windows test machines from windows10 v1703 to v1803. In doing this some tests fail.

Hi Joel, is this a duplicate of bug 1525653? I am not sure if I can tell the difference between these two bugs.

thanks for asking and pointing this out- yes, I think this is a duplicate- one is 1803 and the other is found on windows/arm64 which also is 1803, lets duplicate the bugs!
