[tablet mode] swapping between tablet and desktop causes Firefox's chrome to stay open

Steps to reproduce:
I detached/attached my Microsoft Surface Pro 6 keyboard with Firefox open
Actual results:
Firefox's Chrome (Approve Notifications, Omnibar, Settings) appeared when attaching the keyboard. The Omnibar consistently appears but the others are more intermittent. These menus do no dissapear when focusing the webpage and have to be "reopened" before regular interaction can take place
Expected results:
Only the menus that were open before swapping should be visible, if they are regular interaction should be possible
