Firefox Monitor also runs in private browsing mode. Even more critical even the pref "extensions.fxmonitor.warnedHosts" is set.

Running in private browsing mode is intentional, based on this rationale: breached sites are often "sensitive" sites which users only visit in PBM.

We no longer use the warnedHosts pref - we are now using content prefs to remember which sites we've alerted the user about already. See bug 1528978.
