1528959 - Add Pin Tab CFR targeting attributes

The scope of this is to define a "Pin Tab message" in CFRMessageProvider which includes:

• defining all the template variables that go into the message
• writing a schema for the message
• defining the targeting attributes

Pin tab recommendation is primarily based on a whitelist of websites and a combination of visit frequency. Given this the openURL trigger listener should be enough.

This might be blocked on adding new targeting parameters.
