Pdf's garbled when "opened in Preview" on Mac - Firefox only

Steps to reproduce:
Open a pdf (e.g. IRS form 1040)
Using Mac OS 10.10 and 10.9.5, choose "Print", then "PDF" >"Open With Preview"
or "PDF" > "Save as PDF"
Actual results:
Text displays properly in the Firefox pdf viewer, but is completely garbled when either opened or saved with Preview.
I tried the problem steps using
*a clean profile (cache cleared)
*extensions disabled
*three different machines
*Firefox 51 and 56, which I still have on my machines
*Safari and Chrome
*Open with a different viewer" then choose Preview, then perform the problem steps
Expected results:
Document opened/saved in Preview should look exactly as it does initially in the Firefox pdf viewer
If I download the document first, select the downloaded document, then choose "Print", then "PDF" >"Open With Preview" or "PDF" > "Save as PDF" there are no problems.
If I perform the problem behaviors in either Firefox 51, Safari or Chrome, there are no problems.
If I choose "Open with a different viewer" then choose Preview as the viewer, there are no problems
Interestingly, I have several documents on my Google Drive that I created in Preview and these behave fine.
And I tested this document http://mediad.publicbroadcasting.net/p/kplu/files/201602/save-kplu-ambassador-kit.pdf, which has multiple pages and one of the pages is OK, but the others are garbled
There seems to be a problem between handing the document in Firefox's pdf viewer to Preview's Print as pdf or Save to Pdf features

Should be fixed in the current nightly, beta and soon stable versions of Firefox.
