STR:
- Enable Windows 10 Dark mode.
- Enable Windows 10 accent color for "Title bars and window borders".
- Go to Firefox Customize mode and hover over Dark theme.
- Select Dark theme and hover over Default theme.
The Dark theme appears to have an accented titlebar while hovering over it until selected. Similarly the Default theme appears to have an unaccented titlebar until selected.
Does not happen in Windows 10 Light mode or with Light theme.

(In reply to Dão Gottwald [::dao] from comment #1)
Bug 1525511 is going to remove the preview feature, although bug 1471301 wants to bring it back.
If we do bring it back, the implementation is going to have to be considerably different, particularly when triggered by AMO.
