I've looked at other tests and this is the only job I found so far where this happens. Will update this bug if I notice for others too.

It seems from a quick glance that it's any job with the reftest analyser button displayed that pushes the job actions button out of position.
I feel like we've had this problem before and it got fixed at some point, but I can't find the old bug and don't have time to do regression testing to see when this broke.

Yes, very true, we've seen this before. That toolbar is so confined that it wants to wrap when things change. I am working on a PR that modifies that button (for a11y issues) a bit and I may be able to fix this issue there as well. So I'll be sure to test the reftest case.
