Saving in Local Folders Draft makes multiple copies

User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:65.0) Gecko/20100101 Firefox/65.0
Steps to reproduce:
Linux, Debian Stretch, ThunderBird from reps, v65.0.1
(try v65.0.2 from thunderbird.com with same results)
POP3 server, all e-mails are stored in to Local Folders
start writing, press [Save], in Drafts folder appears this mail, write something, press [Save], in Drafts folder appears second mail copy and so on and on
Actual results:
multiple copies in Drafts folder stays forever, even after sending. if I look at MBOX file, every email is with:
X-Mozilla-Status: 0000 (or 0001 if I read this mail), but internaly must be 0008 (0009) if not done compacting
Expected results:
must be one copy of mail, the latest and it must be deleting after sending
I install 52.9.1 from mozilla.org with same data and config, all works as expected
if I look at MBOX file, latest copy is with X-Mozilla-Status: 0000 (0001), other copies of this email is with X-Mozilla-Status: 0008 (0009) and hidden, if not done compacting

Thunderbird mainstream doesn't have a 65.0.1 nor a 65.0.2 :) Although I can't vouche for distros.

Perhaps try something newer?
my bad (mea culpa)!, versions are:
60.5.1 (distro) and 60.5.2 (downloded from https://www.thunderbird.net/, where it is advised version)

On further reflection, I don't think I've ever seen this reported against pop, only imap.
Does the problem stop if you start Thunderbird using Help > restart with add-ons disabled ?
started Thunderbird with -safe-mode, but new an new draft produced at every Save
additional info only:
have same configuration Thunderbird on Windows (60.6.1 (32-bit)) - same multiple drafts

For me write something, hit save, write something, hit save etc, each save overwrites the email in Local Folder/Drafts where I have setup to save drafts. I see no duplicates in Local Folders/Drafts. I tried this on Windows with tb 60.5.0.
Reporter, if you just use the default Drafts folders under your pop account do you see a problem there too?
yes, my folders are default, but as I have about 20+ accounts to check, all goes to Local Folders - Inbox, Sent, Drafts
for experiment I try to convert one my account to separate account, with own Inbox, Sent, Drafts and ... yes, now Drafts works as must, every new Save overrides previous draft copy, all as expected
sadly, for me, with my 20+ accounts, it is not workable solution, I stay with Global Local Folders, with one Inbox, one Sent and one Drafts
but I think, that now we are one right path to resolve this issue

Tas, Do I understand that you have about 20 pop3 accounts and all use a common Local Folders/Drafts? May not matter but are any of the accounts other than pop3 such as IMAP?
I only have 1 pop3 account and several IMAP. I set an imap and the pop3 to both use Local Folders/Drafts and I don't see a problem.
Do you have any filters that might be doing the extra copy into Drafts?
A possible way to isolate the problem is for you to create a new clean profile and add two pop3 accounts to it and configured the "copies and folders" the way you prefer and test with that. If no problem is seen, add another pop3 account and check again. Do this until you see the problem. Maybe you have to have a certain number (more than 2 pop or imap) accounts using the same Local Folders?

only POP3 accounts, no one IMAP
no one filter do anything to or with Drafts filter
all POP3 accounts use same Local Folders as it only and one for ThunderBird profile (at least on my system)
recreating all accounts and settings are too complicating for me for now - I switch to 52.9.1 and set it 'on hold'

Looking thought the release notes for ESR 60 a possible change I see that might affect keeping or deleting drafts and templates when doing edits is this:
bug 1498866
This solves a template problem but it also seems to touch removing drafts. I haven't studied the code so don't know if this is relevant or not.
Reporter Tas, does the problem occur if you just let auto-save occur and don't click save? I think it defaults to 5m but you can set it down to 1m to test quicker.
Edit: Not requesting that you reconfigure all your accounts into a fresh profile but just a few to see where it starts to see the problem. Also, if you can provide exact details on how your tb and the various pop3 accounts are configured it might help in duplicating the problem you see. I'm not 100% clear on how all your pop3 email (Inbox, Sent, etc.) is getting into the Local Folders.

as new vulnerability founded in Thunderbird, take some hours to recreate all 23 accounts in new profile, but Debian Buster Thunderbird version (68.11.0) do same multiple copies in Draft folder
but is to late to go back and I create another folder in Drafts folder, and give it as Drafts folder to all accounts - now I see only latest saved draft, all works as must, may be looks bit strange as
