If we start fetching sccache toolchain binaries as part of mach bootstrap (bug 1499145) then we should consider also enabling the dist-client feature when we build them, so that developers in offices will easily be able to use the in-office distributed compilation clusters that are being deployed (bug 1524533).

This will add some more code to the binary and make the toolchain task take slightly longer since it will compile more crates but shouldn't have a negative impact on sccache use otherwise. The distributed code will not do anything if there isn't a scheduler configured in the client's config file.

Bug 1544521 will take care of this.
